Alibaba.com Shoppers Be Warned Alibaba Payment Transaction Service Fees Are Non-Refundable
If you use Alibaba, yes, you can get a refund in most circumstances, but what won’t be refunded are the transaction fees. You’ll get a message like the one below or some variation

the fee is collected.Unfortunately, this trade falls out and is to be canceled. However, this does not change the fact that Alibaba.com has provided a processing service for your payment. Thus, the payment processing fee is non-refundable.

I bring this up because a lot of people who spend money on Alibaba spend over $2000, The transaction fee is 2.99%, so for that one transaction $2000 the transaction fee would be a NON-REFUNDABLE $59.80. When you scale up to around $10,000 x 0.0299 = $299 NON-REFUNDABLE transaction fee. Keep this in mind if you’re going to use Alibaba, for those of you living outside of the U.S, you’ll also have to worry about potential foreign exchange fees that may also work against you.

Avoid Mixing Alibaba with Paypal
Even if your currency appreciates, on the day of the refund, you may still suffer losses when the refund settles. As the payment processor will likely refund the money at an exchange rate that benefits the company that owns the payment processor. Keep this in mind prior to clicking the payment button. Also, avoid using Paypal on Alibaba, that’s the worst of the worst combination if you want a refund, especially if your Paypal balance CAN’T cover the purchase.
It would be better to wire the money out of your Paypal account and pay that way. There’s a reason why Alibaba is shifting towards Paypal. For you NON-U.S Alibaba users, Paypal has some of the WORST currency exchange rates I’ve seen. because I go back and forth between Canada and the United States obviously I pay close attention to the Forex Markets, well, Paypal RETAILS you in the sneakiest of ways, when it comes to Paypal they really “ding” you with their “convenience fees”.
So be consciously aware of this and when you get the chance to, unlink Alibaba from your Paypal account, even if you plan on using the two at a later date, unlink the two, because Paypal has this “one-click feature” that doesn’t allow you review your order, it will piss you off, so trust me when I say, UNLINK Alibaba from your Paypal account!
If your child or some scammer gets access to your Alibaba account, they can go on a shopping spree in SECONDS especially if Paypal is linked to Alibaba.
To unlink your Paypal account from Alibaba click where your name or business name is > Account Settings > Money, Bank, Cards > scroll to the bottom where it says Preapproved payments if you don’t see Alibaba there, click Manage Preapproved Payments > and make it inactive it’s easy to reactivate it again, all you do is log in Paypal via Aliexpress or Alibaba.
In closing, transaction fees on Alibaba are NON-REFUNDABLE, and currently, they cost 2.99% keep that in mind prior to any transaction. Do what makes you comfortable, but if I were you I would NEVER use Paypal on Alibaba.
