Hoover is serving multiple life sentences and has not renounced his gang affiliation, according to federal officials. Trump is also floating the idea of pardons for the men convicted in the plot to kidnap Michigan Gov. Gretchen Whitmer, calling the case “somewhat of a railroad job.”
