Jim Ficken, with the help of the Institute for Justice, fought the excessive fines for six long years.
Absurdly, they lost in court.
But their lawsuit sparked enough outrage that Dunedin eventually changed the rules so residents could reduce their fines.
Surprisingly, that’s not the end of the story.
